Official Community Plan Amendment Adopted
Council adopted an amendment to the District's Official Community Plan to incorporate consideration of available water capacity into the development review process. The amendment strengthens long-term planning by ensuring water system capacity is considered when evaluating future development proposals.
Council Supports Agricultural Municipality Initiative
Following a presentation from the Mayor of Summerland on June 22, Council endorsed the District’s participation in the Agricultural Municipality Initiative (AMI), an advocacy effort seeking provincial funding support for municipalities with significant Agricultural Land Reserve (ALR) lands.
Council directed Administration to analyze the property tax revenue generated from ALR lands compared to the costs of maintaining infrastructure that supports agricultural areas and share the findings with the District of Summerland. Council also authorized Mayor Hoyte to participate in discussions with the Province at the 2026 Union of British Columbia Municipalities Convention and to continue collaborating with participating municipalities on advocacy, policy development, and a joint provincial budget submission.
Council Approves Vernon Regional Transit Fare Changes
Council approved updates to the Vernon Regional Transit System, including a new fare structure, the introduction of the DayPASS program with automatic fare capping, and new pre-paid fare options. Council also supported fare-free transit for youth aged 13 to 18 on most local and regional routes within the Vernon Regional Transit System, with the exception of Route 90 to UBC Okanagan/Kelowna.
The changes are intended to simplify fares, improve affordability, and enhance consistency across BC Transit systems, with implementation to occur as soon as possible and a fare review scheduled for 2028.
Council Remuneration for 2027
In preparation for the upcoming local government election, Council reviewed remuneration levels across a range of comparable communities. Following this review, Council directed staff to prepare amendments to the Council Remuneration Bylaw that would increase Councillor compensation by $2,000 annually, bringing remuneration to the median (50th percentile) of comparable municipalities. No changes are proposed to the Mayor’s remuneration.
Council also directed staff to amend provisions related to meeting compensation for meetings attended outside of regular Council and Committee appointments. Proposed changes would allow compensation for more than one eligible meeting attended in a single day and introduce a reduced rate for virtual meeting attendance.
The amending bylaw is scheduled to be presented for Council’s consideration at the July 27, 2026 Regular Council Meeting. If adopted, the changes will take effect on January 1, 2027.
Community Hall Continues to See Strong Demand
Council received the second quarter Community Hall update, which highlighted another exceptionally busy season for the facility. The Hall was fully booked every weekend for 13 consecutive weeks, hosting weddings, community events, celebrations, and organizational gatherings, while weekday bookings also remained strong with the facility booked on all but 16 days during the quarter. Administration reported increasing demand for both weekend and weekday rentals, positive feedback from clients, and a growing number of repeat bookings and word-of-mouth referrals, demonstrating the Community Hall's continued value as a vibrant gathering place for the community.
