Innovative EMF Technology for Water and Wastewater Treatment

Council received a presentation from EMFluids regarding technology for water and wastewater treatment.

District of Coldstream Tax Rates Bylaw No. 1842, 2024

Council adopted their Tax Rates which set the District of Coldstream Tax Rates for 2024. Property owners can expect to receive their tax notice in the next two weeks.

District of Coldstream Zoning Bylaw No. 1838, 2024

Council gave three readings to Zoning Bylaw No. 1838, 2024.  Administration to forward it to the Ministry of Transportation and Infrastructure for approval before bringing it forward for final adoption.

Rotary Delegation - Kalamalka Beach Pier

As a follow up to the recent Rotary Delegation regarding the Kalamalka Beach Pier, Council directed Administration to engage with the Vernon, Kalamalka and Silver Star Rotary clubs on the details of their proposed legacy projects and funding for improvements and /or installations at Kalamalka Beach and to return with a report on the details of potential legacy projects.

Tax Contributions from Lakefront Properties

In response to a query regarding the proportion of residential property tax paid by lakefront properties, Administration reported that lakefront properties contribute 12.6% of the total residential property taxes collected for the District.

Building Report for the Month of April 2024

Council received the April 2024 building report.  For more information, see the report here: April Building Stats

Mobile Vendors

Council approved a policy amendment to their Mobile Vendor Policy to include an additional mobile vending location at College Way. (see attached map above)

Sovereign Park – Parking, Irrigation and Shade Trees

Council resolved to leave the current designations of the parking spots in the lower parking as is and directed an update to the signage to reflect proper accessibility terminology.  Council deferred the irrigation project in Sovereign park by reallocating the funding for the project to the irrigation works for the sports fields in Coldstream Park.  When the Sovereign irrigation project is considered, additional trees in that park will be discussed.

Declassified Motion from the April 22, 2024, In Camera Meeting

Resolution No. INC2024-65 re: Public Engagement Plan - Proposal from Urban Systems

“THAT the Council direct Administration to enter into an agreement with Urban Systems for engagement services for the Zoning Bylaw and Official Community Plan, with a contract value of not more than $74,969 excluding GST, as shown in Attachment ‘A’ District of Coldstream 2050 Official Community Plan Communication and Engagement Strategy, prepared by Urban Systems, dated April 3, 2024.

 AND THAT this resolution be released from in-camera once Urban Systems Ltd. has been notified.”
