OCP and Zoning Amendments for 10050 Middleton Drive (New Elementary School) 

Council gave second readings to District of Coldstream Official Community Plan Amendment Bylaw No. 1850, 2024, a bylaw to amend the land use designation from “Residential” to “Civic” and District of Coldstream Zoning Amendment Bylaw No. 1851, a bylaw to rezone the subject property from “R2 – Urban Large Lot Residential Zone” to “P1 – Civic One Zone”, to allow for the construction of a new elementary school. A Public Hearing will be scheduled in May to hear from those who have an interest in these applications.

District of Coldstream Tax Rates Bylaw No. 1856, 2025

Council adopted District of Coldstream Tax Rates Bylaw No. 1856, 2025. Tax notices are expected to be mailed out in the next week to avoid any delays in the event of a postal strike.

Infrastructure Services Update – April 2025

The Director of Infrastructure Services provided their monthly Infrastructure Services Update for April 2025.

Statement of Financial Information

Council approved the 2024 Statement of Financial Information for the year ended December 31, 2024.

 North Kal Neighbourhood Plan - OCP Direction

Council authorized Administration to prepare the North Kalamalka Neighbourhood Plan section of the 2025 Official Community Plan in accordance with the general direction outlined in the “Proposed North Kal Neighbourhood Plan Elements” which will include references to the Westkal Beach accesses and Pumphouse beach, to be included for consideration with the short, medium and long term planning elements.

Community Amenity Study Request for Proposal (RFP)

Council authorized the issue of an RFP for a Community Amenity Study. The intention of the study is to provide an inventory of existing amenities (including recreational amenities) in the District of Coldstream and the surrounding area and determine what, if any, gaps may exist. This study will provide Council with additional information to inform future strategic planning and decision making associated with the growth being expected by the Province.
