2026 Fees for Building and Development Applications
Council considered revising fees for building services and land use applications/permits by amending the District’s Miscellaneous Fees and Charges Bylaw. The proposed fee updates better reflect and encompass the current costs of providing development services and support the intention of the fees, which are based on cost recovery. The bylaw amendment was read by Council and will be considered for adoption at a future meeting.
Community Wildfire Resiliency Plan
After a successful grant application to the FireSmart Community Funding and Supports funding stream (administered by the Union of BC Municipalities and funded by the Province of BC), Council endorsed the final District of Coldstream Community Wildfire Resiliency Plan (CWRP).
The CWRP aims to identify wildfire hazards within and surrounding the valley, quantify associated risks, and provide actionable recommendations to mitigate those risks. The plan's primary objectives are to protect homes, businesses, infrastructure, and other values at risk by reducing the likelihood of wildfires entering or spreading within the District of Coldstream and enhancing the community's preparedness to respond to wildfire events effectively.

Integrated Asset Management Plan
In 2023, the District successful applied for funding from the Canada Community Building Fund in BC – Capacity Building Stream to create an Integrated Asset Management Plan, which is a Provincial requirement for municipalities.
At its meeting, Council received the Integrated Asset Management Plan as presented and will incorporate it into the 2026 budget and the Five-Year Financial Plan. The Plan will be utilized to make informed infrastructure decisions, improve governance, and build financial capacity to renew, operate and maintain existing infrastructure. This will ensure that the District can continue to provide services, effectively identify and manage risks (including climate change), and provide residents with the best value regarding cost.

Pumphouse Beach – Dog Friendly Pilot Project
The Mayor spoke to the pilot project currently underway at Pumphouse Beach, which temporarily is allowing dogs off-leash. She indicated that she has received concerns as well as positive feedback regarding the pilot project.
The pilot project will run until June 2026, at which time Administration will bring forward a summary of the project and potential recommendations for Council's consideration.
