Adoption of Official Community Plan

Council adopted the updated Official Community Plan (OCP), following approval from the Agricultural Land Commission (ALC).

The OCP provides a long-term vision to guide growth, land use, and community development in Coldstream over the coming years. Its adoption marks an important milestone and reflects a collaborative, community-driven process.

Council extends sincere thanks to everyone who participated in the process and helped shape this shared vision for Coldstream’s future.

Vernon Winter Carnival Comes to Kalamalka Beach

Council approved a special event application from the Vernon Winter Carnival to host a free community fireworks display at Kalamalka Beach on February 14, 2026. The fireworks will serve as the grand finale of the annual Winter Carnival and will bring the popular event to Coldstream this year.

The fireworks show is scheduled to begin at 7:00 pm and is expected to attract residents and visitors from across the region, offering a festive winter celebration at Kal Beach. Find out more!

2026-2030 Financial Plan: Public Review and Input Opportunity

Council has received the proposed 2026–2030 Financial Plan and is now seeking input from residents to help guide the District’s financial decisions.

Instead of a traditional open house, the proposed Financial Plan is available on the District website and at the District Municipal Hall for public review and feedback. The review period will run from January 13 to January 23, 2026, giving residents the flexibility to review the materials at a time that works best for them. This approach allows residents to provide feedback at their convenience and encourages broader participation beyond a single in-person meeting.

By offering this flexible review period, Council aims to increase community engagement and provide more opportunities for residents to participate in the financial planning process.

Details and reminders will be shared through social media and news posts on the District’s website to ensure the community is aware of this opportunity to provide feedback.

2025 Traffic Data and New Safety Measures

Council received a report summarizing traffic data collected in 2025 on several District roads, including Kidston Road (south of Coldstream Creek Road), Kalavista Road, and Middleton Way (at Mount Moberly Place).

Based on the findings, Council approved a reduction of the speed limit on Middleton Way to 40 km/h, bringing it in line with the posted speed on Mount Ida Drive. Residents can expect to see the updated speed limit signage installed in the coming weeks.

Council requested additional information from Administration regarding the potential installation of a raised crosswalk on Kidston Road to connect to the Kidston multi-use corridor, adjacent to the entrance of 12301 Kidston Road. This matter will be considered at a future Council meeting.

Traffic data was not collected on Aberdeen Road due to ongoing sewer construction, which would have affected the accuracy of the results. Administration will bring forward a report on Aberdeen Road traffic once the sewer project is complete and data can be gathered.

Middleton Transfer Station

After careful review, Council has decided that the spring and fall yard waste drop-off program at 10405 Middleton Drive will be discontinued. This decision is due to operational factors, including budget, staffing, and site management considerations.

Residents can continue to dispose of yard waste for free at the Greater Vernon Landfill, located at 120 Birnie Road.

Coldstream Station Washrooms to Close for Winter

To protect public health, reduce vandalism, and manage costs, the Coldstream Station washrooms will be closed during the winter months. The heated facility faces significant issues in the off-season, including vandalism, misuse, and safety concerns for staff and contractors, which have led to increased maintenance and security costs.

To maintain public access, portable toilets - including one accessible unit - will be installed near the existing washrooms from November 15 to March 15. This seasonal change helps safeguard municipal assets while still providing facilities for Rail Trail users and visitors.

The move is a preventative measure, allowing savings to be redirected toward other maintenance projects in the area.
