OCP and Zoning Bylaw Amendments – Bylaws 1850 and 1851, 2025

Council held a public hearing regarding OCP and Zoning Amendments for the property located at 10050 Middleton Mountain which would amend the property designation from Residential to Civic and from R2 (Urban Large Lot) to P1 (Civic One) and to allow for an elementary school.  At their regular meeting, Council gave third reading to both bylaw amendments.

Fire Protection Bylaw No. 1852, 2025

Council adopted District of Coldstream Fire Protection Bylaw No. 1852. This bylaw includes the provincial requirements for open burning and provides clarity for outdoor fireplaces and their size among other housekeeping items.  Please see the staff report and bylaw for further details.

2025 UBCM Ministerial Meetings

Council has resolved to request meetings with the following Ministries at September’s UBCM Convention:

  • Minister of Environment re: Ministerial Oversight of Proposed Sewerage (Septic) Systems; and
  • Minister of Emergency Management and Climate Readiness re: Early Wildfire Detection Systems.

Infrastructure Services Update for the Month of May 2025

Council received the May 2025 Infrastructure Services report.  Among the updates, Administration reported that the new ‘Mobi Mats’ on Kalamalka Beach were being installed on May 27, 2025. These mats are intended to improve accessibility to Kalamalka Lake and the pier.

 Pumphouse Beach Dog Park Pilot Project

Council authorized a one-year pilot project to operate Pumphouse Beach as an Off Leash Dog Park. The pilot project will commence June 14, 2025 and run until June 14, 2026 when it will be reevaluated.    The District requests that dog owners attending the beach practice good citizenship by using the on-site waste disposal, parking as indicated by signage, and being respectful of other beach users. 

Development Cost Charge (DCC) Review and Update

Council authorized Administration to undertake a DCC review and update to ensure DCC charges are in keeping with increased costs for projects and acquisitions associated with growth.
