Secondary Homes on Farmland

Council adopted Official Community Plan Amendment Bylaw No. 1830, which adds a new section to the Official Community Plan to establish a Farmland Residential Development Permit Area allowing for second homes on properties 4.0 hectares (10 acres) or larger, subject to a simplified review process.

As part of this process Zoning Bylaw Amendment No. 1829, 2023, and Development Application Procedures Amendment Bylaw No 1831, 2023, were also adopted.

Active Transportation Network Planning

On September 5, 2023 Council authorized the submission of an application to the Active Transportation

Network Planning Grant program and were subsequently presented with a report providing information on the proposed project deliverables for their consideration.

Request for Exclusion of a Property from the Agricultural Land Reserve (ALR)

In follow up to resident’s request at the September 11, 2023 meeting to have their property be removed from the ALR, Council considered the request and received the report from Administration for information; as a result, Council will not be making an application to the Agricultural Land Commission to have the subject property excluded from the ALR.

Aberdeen Road Path

Council authorized the design and construction of a 3.0 m wide buffered paved shoulder on the west side of Aberdeen Road and a 1.0 m paved shoulder on the east side of Aberdeen Road, as part of the Aberdeen Trunk Sewer project at an estimated cost of $433,000, which will be funded through the Community Works Fund.

Residents’ Concerns for Views on Middleton Mountain

Following a request at the September 25, 2023 meeting, Council received a staff report with considerations and options for implementing tree height regulations in Coldstream to protect lake views. Council requested further investigation respecting the District’s ability to establish a bylaw to regulate vegetation. Administration will bring a report back to Council at a future meeting.

North Okanagan Fire Dispatch Service Establishment Amendment Bylaw No. 2969, 2023

Council provided their consent to the Regional District of North Okanagan to adopt the North Okanagan Fire Dispatch Service Establishment Amendment Bylaw No. 2969, 2023, which amends North Okanagan Fire Dispatch Service Establishment Bylaw No. 1663, 2000, by adding five properties in the Lewis Road area of Electoral Area “D” to the service area boundary.

Kal Lake Provincial Park Fire Threat

In August of 2023 Council reached out to the Minister of Environment and Climate Change Strategy and BC Parks to request:

  1. that they provide significant no smoking/fire risk signage throughout Kalamalka Lake Provincial Park;
  2. that they allocate funding towards an expansion of the BC Parks rangers and enforcement; and
  3. that BC Parks be requested to provide the District of Coldstream with a copy of their Wildfire Mitigation Plan to reduce fuel load in Kalamalka Lake Provincial Park.

In response to these requests, the Honourable George Heyman, Minister of Environment and Climate Change Strategy advised that the signage had and would continue to be reviewed in Kalamalka Lake Park, and that the number of Park Rangers had increased in recent years.

Respecting the Wildfire Mitigation Plan, the Minister suggested that Council meet with the BC Parks Area Supervisor to review the restoration plan for Kalamalka Lake Provincial Park.  Council has directed an invitation to the supervisor to attend a future Committee of the Whole meeting.

BC Transit Expansion - Middleton Mountain Route

Council received a report that included the previously endorsed 2021 Vernon Regional Transit System Action Plan, which will add a new Middleton Mountain route in 2024, with the first full year of operation in 2025.
