Aggregate Extraction Areas and Fees
Council approved changes to the Soil Removal and Deposits Amendment Bylaw to include maps of extraction areas and to implement a $2.00 per cubic meter fee for material removed under a Soil Removal Permit. This fee would potentially come into effect on major developments, such as a new gravel pit or neighbourhood expansion.
Noise Regulation
Council approved changes to the District’s Noise Regulation Bylaw to add a noise exemption at the Greater Vernon Athletic Park, 7000 College Way, for any special events that were approved by the Regional District of the North Okanagan. Additional Drainage Works on Upland Drive
At the May 26, 2025 Council meeting, Council awarded a contract to for paving and drainage works on Uplands Drive. The project involves isolated repairs to the road base and subbase, new pavement, and improved drainage from Rockland Drive to Uplands Place.
The Coldstream Estates Drainage Study (2023) identified improving the ditch lines and culverts on Upland Drive, south of Rockland Drive to Scenic Drive, as necessary upgrades. With works already underway in the area, an opportunity was presented to the reduce costs of a separate project in the future, so Council approved the additional drainage works, at a cost of $267,400 plus GST. This addition will be funded from the District’s Drainage Reserve.
Special Event Exemption Request – SD22 International Program
Council authorized a special event, the School District 22 International Program Games Day Event, which will take place at Creekside Park on Thursday, September 11, 2025. The event will have use of the lacrosse/hockey box, soccer fields and skate park for their festivities. For more information on the event, please contact School District No. 22.
Community Hall Update
Council received a report on second quarter of 2025 for the Community Hall. Every weekend booked was booked for the quarter – a total of thirteen in all. Weddings dominated these weekend bookings, accounting for twelve events. Other notable highlights included two non-profit gala’s, the Federal Election, the World Tour Paddle Film Festival and Vintage Fair.
While the Hall continues to see growing interest on non-prime days, it appears it may now be operating near typical operating capacity. This speaks volumes about both the quality of the venue and the strong community demand for a facility of this caliber. Check out the Statistics

BC Transit Services
Council approved the Annual Operating Agreement for public transit in Coldstream from April 1, 2025 to March 31, 2026. This agreement outlines the terms and funding arrangements for the provision of transit services to the community. As service is limited in the District, Coldstream pays only 5.07% of the cost, which equates to $119,242 for the term of the contract.

Kalamalka Lake Water Level - Response from Minister of Water, Land and Resource Stewardship (WLRS)
Council received a letter from the Ministry of Water, Land and Resource Stewardship in response to its concerns about the low water level in Kalamalka Lake. The Ministry advised that they are monitoring the lake levels and spoke to the challenging drought conditions as well as water consumption. Kalamalka Lake levels and the associated challenges will continue to be closely monitored.
Proposed Layout of Cemetery
Due to ground water issues, the adoption of the Cemetery Master Plan was previously put on hold pending further investigation. A professional review or the area has since been completed, the water issues have been identified, and Council approved a revised site plan. This site plan will be incorporated in the Cemetery Master Plan and presented at a future Council meeting.
8508 Kalavista Drive (Log House)
The log house at 8508 Kalavista Drive is in the process of demolition, with final works to be completed pending the approval of permits from outside agencies. Once the final demolition of the structure occurs, Council decided that it will level, seed and topsoil the property to a maximum cost of $5,000. This initiative will be funded from the Canada Community-Building Fund.
Council will consider options for possible uses of the property for their consideration at a future meeting.
Sovereign House
Council will be undertaking a structural assessment of the Sovereign House in 2025. Funds of up to $12,000 have be allocated from the Canada Community-Building Fund.
