2026 Fees for Building and Development Applications

Council updated the District’s fees for building services and land use applications/permits through an amendment to the Miscellaneous Fees and Charges Bylaw. The new fees better reflect and encompass the costs of providing development services and support the intention of the fees, which are based on cost recovery. 

The new fees come into effect on January 1, 2026 and can be viewed here. The updated Bylaw will be available on the Bylaw Directory soon. Please note, applications that are submitted prior to January 1, 2026 will be subject to the current fee rates.

Permissive Tax Exemption

Through policy, Council recognizes the work performed by volunteer groups and organizations that enhance the social, spiritual, cultural, educational and physical well-being of the community, and supports those groups through reductions in property taxation.

For the 2026 year, Council has exempted a number of not-for-profit organizations and places of worship in Coldstream from property taxation. Council appreciates the positive impact these groups have in the community and is pleased to support their continued operation for the benefits of all residents. 

Council Meeting Schedule Change

The October 6, 2025 Committee of the Whole Meeting has been cancelled and a Long Range Planning Committee meeting has been scheduled in its place. As usual, the meeting will take place in Council Chambers at 6:00 pm.

2025-2026 Holiday Office Closure

This year the District will be closed one additional day (January 2, 2026) over the holiday season as follows:

Kalamalka Lake Access Points

The popularity of Kalamalka Lake and the multitude of different users has encouraged Council to investigate the lake access points in Coldstream and consider the best uses and improvements for each location. The Director of Infrastructure Services provided Council with a detailed report, considering each point’s accessibility and amenities, motorized and non-motorized boat launches, dog access, and traditional beach usage.

After careful consideration, Council has decided to incorporate wheelchair friendly picnic tables at appropriate lake access points as part of yearly parks operations. Council also increased the portable seasonal toilet budget by $4,700 for future years to incorporate wheelchair accessible toilets at Westkal Beach, Kalavista Boat Launch, Kalavista Beach, Kirkland Beach, and Kinloch Boat Launch.

To allow the community an opportunity to provide input on potential uses, improvements, and amenities for each of the access points, the District will be hosting an open house at the Community Hall on October 16, 2025. Details regarding the open house will be circulated in the coming weeks, so please stay tuned.
