Community Futures Economic Development Program and Project Update

Council welcomed Leigha Horsfield, Executive Director of Community Futures, who provided an update on their programs and services which offer valuable support and resources for small businesses, entrepreneurs, job seekers, and economic development initiatives—helping to strengthen our local economy and create new opportunities for growth. 

Coldstream’s participation in the Rural Community Immigration Pilot was highlighted, and it was noted that there were 10 approved employers in Coldstream, with 15 candidates applying for employment in the health care, manufacturing, social service and early childhood education sectors. This program has strict criteria for employers and applicants, some of which are:

  •  employment must be a full-time job offer with wages of $22/hr or more
  • selected candidates must meet education and language requirements
  • candidates must intend to reside in the community
Permissive Tax Exemption Bylaw Adopted

Council adopted the Coldstream Permissive Tax Exemption Bylaw, which provides property tax exemptions for the 2026 taxation year to eligible not-for-profit organizations and places of worship within the community. The exemptions help support organizations that deliver valuable services to Coldstream residents.

Parks and Public Spaces Regulation Bylaw

Council considered amendments to the Parks and Public Spaces Regulation Bylaw, including various text amendments, a 2.5% increase for selected rental fees/services annually (up to and including the year 2028 and new for 2026), a 2% Parks and Recreation Enhancement Fee (PRE).  Revenue from the PRE will be directed to a dedicated Parks and Recreation Enhancement Reserve to support future improvements to Coldstream’s parks and recreational amenities.

Official Community Plan Bylaw No. 1855

Council received the updated Official Community Plan (OCP)—a key guiding document that reflects the community’s long-term vision for growth, land use, housing, transportation, the environment, and more, and gave the bylaw first and second reading. 

The updated OCP is the result of significant public engagement, extensive staff analysis, and thoughtful review by Council. Input from residents, community stakeholders, and advisory groups played an important role in shaping the plan, ensuring it reflects local values while addressing future needs. 

A public hearing will be scheduled, following which, Council will consider adoption of the updated OCP at a future meeting.

Kalavista Tennis Courts

Council reviewed a report on the condition of the Kalavista tennis courts, which are deteriorating due to asphalt cracking and surface wear. Two rehabilitation options were presented: a full-depth asphalt replacement estimated at $180,000, and a less costly milling and overlay option at $120,000. 

Ultimately, Council forwarded the information to the November 17, 2025, Finance Committee Meeting for consideration in the 2026–2030 Financial Plan.

Extension of BC Transit Services – Route 10 Middleton Mountain

Council authorized the execution of a Memorandum of Understanding (MOU) between the District of Coldstream and BC Transit for the 2026/27 Annual Operating Agreement period in support of the Transit Expansion Plan for Route 10 – Middleton Mountain. Council also directed that that Administration include a funding strategy for the route in the 2026-2030 Financial plan that would see a contribution of $50,000 in each 2026 and 2027, funded from taxation. 

Council Attends 2025 UBCM Convention in Victoria

From September 21 to 26, Council members attended the 2025 Union of British Columbia Municipalities (UBCM) Convention in Victoria. During the event, they represented the District in meetings with the Minister of Forests and Minister Environment and Parks to support key resolutions important to the community:

  • Modernization of Municipal Wastewater Regulations and Sewerage System Regulation 
  • Installation of Early Wildfire Detection Technology
  • Ministerial Oversight of Proposed Sewerage (Septic Systems)

Council also met with BC Assessment staff to discuss Farm Classifications. In addition, the Mayor and Council participated in meetings as representatives on external boards, including the Municipal Insurance Association (MIA), Southern Interior Local Government Association (SILGA), and the Regional District of North Okanagan (RDNO).

These engagements help ensure our community’s interests are heard at the provincial level and strengthen partnerships across the region.

Council received third quarter update reports regarding Community Facilities and Strategic Priorities for the period July to September 2025.
