Official Community Plan Bylaw No. 1855, 2025 – Third Reading

Council has given the District’s Official Community Plan (OCP) Bylaw 1855, 2025 third reading, following the Public Hearing held on November 10, 2025 where community members had the opportunity to provide input. The OCP is a long-term vision that guides how the community will grow and develop. As part of the legislative process, Council considers the OCP Bylaw twice before holding a Public Hearing, and then reads it a third time after reviewing public feedback.

District staff will now collaborate with the Agricultural Land Commission (ALC) to review the Bylaw and confirm that it aligns with required goals and guidelines. Once the ALC has completed its review and provided endorsement, Council will consider the Bylaw for a final time and proceed with adoption.

2026 Council and Committee of the Whole Meeting Schedule

Council approved the 2026 Council and Committee of the Whole Meeting Schedule. Generally, Council meetings are held on the second and fourth Monday of each month; Committee of the Whole meetings are held on the first and third Monday of each month. For 2026, some Committee of the Whole meetings will be replaced with Finance Committee meetings. Meetings begin at 6:00 pm in the Municipal Chambers located at 9901 Kalamalka Road, Coldstream. When Monday is a statutory holiday, meetings are held on the next business day. The Public is welcome and encouraged to attend meetings and can do so in person or electronically via the Zoom platform. District Infrastructure Projects Update

Council received a report providing updates on several infrastructure projects happening in the District. These include the removal and replacement of two trees at Cenotaph Park, scheduled demolition of the Log House in mid December dependent on the weather with future visioning of the parkland with Council at a future Committee of the Whole meeting, and an update on the Aberdeen Road Sewer Project, including that the Road has now been repaved, lines painted and reopened to the Public. Financial Reports – 3rd Quarter Financial Results 

Council received a Memorandum on the Third Quarter Financial Results, which outlines the District’s operating and capital expenditures from January to September. The report compares year-to-date spending against the approved budget, identifies variances, and provides explanations for any significant differences. Quarterly Financial Reports are designed to give Council and the public a clear understanding of the District’s financial health and to ensure that spending remains on track for the remainder of the year.

Engineering Design and Contract Administration Services RFP Award

Council awarded Monaghan Engineering and Consulting Ltd. a five (5) year Engineering Design and Contract Administration Services Agreement to provide Engineering services to the District. The Agreement will be in effect from January 1, 2026 until December 31, 2030.
