• How does an AAP Work?

  Under the Local Government Act and Community Charter, an Alternative Approval Process (AAP) allows the public to indicate if they do not support a proposed Council decision before it proceeds.

  Council first approves the proposed decision (i.e. a bylaw to borrow funds) and confirms that all legislative requirements have been met. Details of the AAP are then provided, including:

  • When and where the AAP will be advertised
  • The deadline for submitting Elector Response Forms
  • The estimated number of eligible electors
  • How to obtain an Elector Response Form

  If 10 per cent or more of eligible electors submit response forms indicating their disapproval by the deadline, the local government cannot proceed without holding an assent vote (referendum).

• Who is eligible to participate in an AAP?

  Both resident electors and non-resident property electors can take part in an AAP. 

  Resident Elector Eligibility Criteria

  A resident elector must:

  • be 18 years of age or older
  • be a Canadian citizen
  • have lived in British Columbia for at least six months
  • be a resident of the local government area (e.g., municipality or electoral area) where the AAP is being held
  • live in the specific area defined for the AAP
  • not be disqualified from voting under the Local Government Act, Community Charter, or any other law

  Non-Resident Property Elector

  A non-resident property elector must:

  • be 18 years of age or older
  • be a Canadian citizen
  • have lived in British Columbia for at least six months
  • have owned property in the local government area for at least 30 days
  • own property in the specific area defined for the AAP
  • not be disqualified from voting under the Local Government Act, Community Charter, or any other law

  Additional Rules for Property Owners

  • If a non-resident owned property has more than one registered owner, only one owner may sign the response form, and they must have the written consent of the majority of the other owners.
  • Properties owned by a corporation cannot participate. Corporations are not eligible to register or vote in an AAP.
• How are residents notified of an APP?

  The AAP must be advertised in accordance with Section 94 of the Community Charter.

  Notices will be placed on the public notice board at the District Municipal Hall, posted on the District's News Page, and emailed to all subscribers of "District News".
