Okanagan Regional Library (ORL) Presentation
Council heard a presentation from Danielle Hubbard, CEO of the Okanagan Regional Library, on the role and impact of the ORL in the region. The update highlighted how libraries serve as key community hubs by providing daily access to resources, supporting job search and digital skills, offering inclusive spaces, and hosting programs that engage residents of all ages. The presentation shared statistics showing high daily usage and strong participation in programs such as the Summer Reading Club, underscoring the library’s contribution to literacy, lifelong learning, and community connection in Coldstream and across the region.
Council Adopts 2026–2030 Financial Plan
Council has officially adopted the District’s 2026–2030 Financial Plan, setting the framework for municipal spending, services, and capital investments over the next five years. The Financial Plan is designed to support the District’s long-term sustainability while continuing to deliver essential services and infrastructure for the community.
The Plan reflects extensive review by Council and Administration, along with feedback received from residents during the public engagement period. Key considerations included maintaining core services, planning for infrastructure needs, and balancing fiscal responsibility with the community’s priorities.
With the adoption of the Financial Plan, the District can proceed with planned projects and operational activities for 2026, while maintaining a forward-looking approach to future years.
Council Confirms Short‑Term Rental Bed and Breakfast Zone
Council affirmed that the District will maintain its current practice of authorizing short‑term rental accommodations through the Zoning Bylaw. Property owners who are interested in operating short-term rentals are encouraged to review Section 301.8 of the Zoning Bylaw or to contact the District’s Planning Department.
