NOTICE OF ELECTION BY VOTING

PUBLIC NOTICE is hereby given to the electors of the District of Coldstream that an election by voting is necessary to elect one (1) Mayor and six (6) Councillors, and that the persons nominated as candidates and for whom votes will be received are:

Mayor – One (1) to be elected

Councillor – Six (6) to be elected

NOTICE OF ADVANCE VOTING

PUBLIC NOTICE is hereby given that advance voting opportunities will be open to qualified electors at the Council Chambers, Municipal Hall, 9901 Kalamalka Road, Coldstream, BC, between the hours of 8:00 am and 8:00 pm on the following dates:

• Wednesday, October 7, 2026
• Wednesday, October 14, 2026
• Thursday, October 15, 2026

GENERAL VOTING will be open to qualified electors of the District of Coldstream on Saturday, October 17, 2026 between the hours of 8:00 am and 8:00 pm at the following locations:

• Coldstream Elementary School - 10104 Kalamalka Road
• Lavington Elementary School - 9715 School Road 

MAIL BALLOT VOTING

Qualified Resident and Non-Resident electors may register and vote by mail ballot.  To obtain a mail ballot package, you must submit the following information to the attention of the Chief or Deputy Chief Election Officer by either: (1) downloading and completing the online form available at www.coldstream.ca/2026Election/voterinfo and submitting it by email to clerk@coldstream.ca; or (2) by providing the following information by telephone at 250-545-5304, or by mail, hand, or other delivery service to 9901 Kalamalka Road, Coldstream, BC, V1B 1L6:

1. Your full name.
2. Your residential address.
3. The address of the property in relation to which you are voting (for non-resident property electors only).
4. Indicate one (1) method of delivery of your mail ballot package: 
   1. Pick up in person – Municipal Hall, 9901 Kalamalka Road by 4:00 pm on October 16, 2026;
   2. Regular mail via Canada Post to your preferred address by 4:00 pm on September 25, 2026.
5. You must indicate whether you are registering as a resident or non-resident property elector to ensure you receive the correct registration form in your package. 

Mail ballot packages will be mailed out on or about September 28, 2026.  To be counted for the election, your mail ballot must be received by the Chief Election Officer by 8:00 pm on Saturday, October 17, 2026 (General Voting Day).

NOTE: It is the obligation of the person applying to vote by mail ballot to ensure that the mail ballot is received by the Chief Election Officer by the deadline.  Postmarks WILL NOT be accepted as the date of submission.

ELECTOR REGISTRATION & QUALIFICATIONS

Registration of all electors for this election will take place at the time of voting. You will be required to make a solemn declaration that you meet the following requirements:

• 18 years of age or older on general voting day;
• Canadian citizen;
• resident of BC for at least 6 months immediately preceding the day of registration;
• resident of the District of Coldstream immediately preceding the day of registration, OR, be a registered owner of real property in the District of Coldstream for at least 30 days immediately preceding the day of registration; and
• not be disqualified by the Local Government Act or any other enactment from voting in an election or otherwise disqualified by law.

Resident electors will be required to produce two (2) pieces of identification (at least one (1) with a signature). Picture identification is not necessary. The identification must prove both residency and identity.

Non-resident property electors must produce two (2) pieces of identification (at least one (1) with a signature) to prove identity, proof that they are entitled to register in relation to the property, and, if there is more than one owner of the property, produce written consent from the majority of property owners.

No corporation is entitled to be registered as an elector or have a representative registered as an elector, and no corporation is entitled to vote as per the Local Government Act, Section 64(3).

The following are forms of identification that will be accepted:

• a BC Driver’s License;
• a BC Identification Card;
• a BC Services card;
• First Nation Citizenship or membership card;
• Métis Nation British Columbia citizenship card;
• an Owner’s Certificate of Insurance and Vehicle License issued by ICBC;
• a Social Insurance Number card issued by the government of Canada;
• a Citizenship Card issued by Citizenship and Immigration Canada;
• a credit card or debit card (with signature) issued by a savings institution as defined in the Interpretation Act;
• a utility bill issued for the supply of electricity, natural gas, water, telephone services or coaxial cable services (i.e., Fortis, BC Hydro, municipal water and sewer, Telus, Shaw Cable, etc.); and/or,
• a real property tax notice issued under the Community Charter or of the Taxation (Rural Area) Act.

NOTE:  A combined BC Licence/ID and BC Services card is considered ONE piece of ID. If neither piece of identification contains a residential address, the elector may make a solemn declaration as to their place of residence.
